Savo Kentera
Potpredsjednik UO za strateška pitanja bezbjednosti i međunarodnih odnosa
Dr Savo Kentera je bivši direktor Agencije za nacionalnu bezbjednost Crne Gore. Prije dolaska na tu funkciju, Kentera je u periodu od 2008. do 2022. godine obavljao funkciju izvršnog direktora i predsjednika Atlantskog saveza Crne Gore (ASCG), čiji je osnivač. Kroz rad u ovoj organizaciji, aktivno je učestvovao u promociji i afirmaciji euro-atlantskih integracija Crne Gore od 2006. godine, sa ključnom ulogom države u unapređenju stabilnosti i podsticanju saradnje u regionu Zapadnog Balkana i šire.
Značajan proizvod njegovog rada u ASCG je To Be Secure (2BS) Forum, čiji je takođe osnivač, i koji kao vodeći političko-bezbjednosni forum u jugoistočnoj Evropi oblikuje nacionalne, regionalne i međunarodne sigurnosne okvire od svog osnivanja 2011. godine. Takođe, 2018. godine osnovao je Digitalni forenzički centar, prvi centar te vrste u Crnoj Gori, posvećen borbi protiv dezinformacija, lažnih vijesti i propagandnih kampanja koje imaju za cilj destabilizovanje demokratskih procesa kako u Crnoj Gori tako i na Zapadnom Balkanu. Dr Kentera je u tom periodu bio i glavni urednik dva magazina: Magazina „Bezbjednost“ i „DFC magazina“.
Prije nego što je osnovao Atlantski savez Crne Gore, dr Kentera je bio direktor Centra za međunarodne odnose Crne Gore. Takođe je bio i potpredsjednik Asocijacije atlantskog sporazuma.
Njegova područja ekspertize obuhvataju međunarodne odnose, kompleksni odnos politike i upravljanja obavještajnom zajednicom, kao i sigurnosne probleme koji se ne odnose samo na obavještajnu zajednicu, već i na šire područje studija bezbjednosti, s posebnim naglaskom na borbu protiv terorizma. Dr Kentera je predavao i objavljivao radove o raznim pitanjima koja se tiču preoblikovanja sistema odbrane i bezbjednosnih integracija za jugoistočnu Evropu.
Doktorant (PhD) je studija bezbjednosti Univerziteta u Beogradu. Učestvovao je u programima u Sjedinjenim Američkim Državama na Institutu za nacionalnu bezbjednost, kao i na Fakultetu za državnu upravu Džon F. Kenedi na Univerzitetu Harvard.

Dr. Savo Kentera has held the position of the Director of the National Security Agency of Montenegro. Before that, he served as the Executive Director of the Atlantic Council of Montenegro (ACM). As its founder, he has been actively engaged in promoting and affirming Euro-Atlantic integrations of Montenegro since 2006, with its pivotal role in advancing stability and fostering cooperation in the Western Balkans region, and beyond. A significant product of his work in the ACM is the To Be Secure (2BS) Forum, a leading politico-security forum in Southeast Europe (SEE) that has been shaping national, regional, and international security frameworks, since its inception in 2011. Furthermore, in 2018, he established the Digital Forensic Center, which is the first digital hub of its kind devoted to countering disinformation, fake news, and propaganda campaigns that seek to undermine democratic processes in both Montenegro and the wider Western Balkan region. He was also editor-in-chief of two magazines: the Security Magazine and the DFC Magazine.
Before joining the Atlantic Council of Montenegro, Dr. Kentera has been the Director of the Center for International Relations of Montenegro. Additionally, he was a vice-president of the Atlantic Treaty Association.
His areas of expertise span a wide spectrum, encompassing international relations, the intricate landscape of Intelligence Community policy and management, and a keen focus on security concerns that not only pertain to the Intelligence Community but also extend to the broader field of security studies, with a particular emphasis on counterterrorism. Dr. Kentera has lectured and published on several issues related to defense transformation and security integration within the SEE region.
He holds a PhD degree in Security Studies, from the University of Belgrade. He has participated in programs in the United States at the Institute for National Security, and at the John F. Kennedy School of Government at Harvard University.
