The Atlantic Council of Montenegro, in collaboration with the Bar Association of Montenegro, is organizing a roundtable discussion titled "The Dual Citizenship Law – A Path to National and Political Engineering?"
Amendments to the Citizenship Law bring numerous legal, sociological, political, security, and electoral implications, which call for broader societal debate. Therefore, we aim to initiate a dialogue among key stakeholders from various sectors of society to examine all aspects of the potential introduction of dual citizenship and its impact on Montenegro’s future development.
During the discussion, legal experts, sociologists, political analysts, and security specialists will share their perspectives on how these changes could impact the structure and rights of citizens, political stability, and national security.
Our goal is to contribute to the creation of a legal framework that ensures the rights of all citizens, strengthens social cohesion, and preserves Montenegro’s political and security stability through constructive dialogue.
The introductory remarks will be delivered by:
- Bojan Bugarin, Demographic and Legal Aspects
- Pavle Dimitrijević, Political and Electoral Aspects
- Nikoleta Đukanović, Sociological Aspects
- Savo Kentera, Security Aspects
- Miloš Vukčević, Legal Aspects
- Nebojša Vučinić, International Legal Aspects
After the introductory presentations, we will open the floor for discussion, where all roundtable participants will have the opportunity to share their perspectives on the topic.
This event is organized as part of a project supported by the National Endowment for Democracy, with the aim of enhancing citizen participation in political processes and encouraging the overcoming of political polarization in Montenegro.
